Child Welfare in Manitoba is in a state of chaos

I guess this should come as no surprise. I'd say the system was probably in trouble well before it was segmented into several autonomous groups. It was likely exacerbated by that move.

So. Merge all groups. Take away the the bloated bureaucracy. Create one set of policies and procedures. Eliminate the rampant nepotism. Make management accountable.

So begins a document submitted by the Office of the Children's Advocate to Manitoba's Legislative Assembly Management Commission at its April 27 meeting.

The document was obtained by the Winnipeg Sun Wednesday.

The document raises concerns about increasing caseloads, child welfare agencies struggling to fulfill their mandates, frustrated foster parents and other issues. It is meant to outline staffing needs the OCA feels it has.

"As caseloads increase, more social workers are leaving the Child Protection field," the document states. "Foster parents are also leaving the system as they bounce from agency to agency trying to find the support they need to care for the children placed in their home and terrified children will be removed by 'uncaring' agency staff or workers as they attempt to reunify indigenous children with their own family or community. This combination is volatile. It means younger, less experienced workers have to take up the reigns (sic) of child welfare and make life or death decisions on a daily basis without the benefit of seasoned supervisors."

The document also notes the OCA's child advocacy officers "spend a large part of their daily work putting out fires on a single case file instead of being able to provide a broad range of advocacy services to many case files" and that as a result cases continue to pile up, take longer to close and become more complex.

The document was submitted to the LAMC, which manages the legislature facility, carries out the rules of the legislative assembly, and reviews the estimates of expenditure and staff requirements of pseudo-government offices that answer to the legislative assembly, like the Children's Advocate, the Chief Electoral Officer and the Auditor General.

Last Wednesday Liberal MLA Kevin Lamoureux, a member of LAMC, asked during question period whether the document could be tabled, therefore making it public.

Speaker George Hickes, LAMC's chair, responded that the document is neither a report nor a public document and should not be released because it was meant only to assist LAMC in assessing the expenditure and staffing needs of the OCA.

"The reason we need that is because of the confidentiality that is maintained through our (LAMC), because we deal with a lot of very sensitive personal issues that pertain to a lot of the Legislative Assembly staff that work here, there are some very personal issues, and that is where it's dealt with, that's where it should be," Hickes said. "This is not a report. It's a submission to LAMC, not to the House, not to specific ministers, not to the government, not to opposition."

What is ironic in all of this? There already exists one set of policies......The Child Protection Act. That act is the absolute legislative authority - heads should be rolling in Family Services, Justice and the Ombudsman's office as far as i am concerned.

Maybe spend 600 million less on hyrdo lines or 150 million less on expanding the flood way or 10s of millions less on expanding the health bureaucracy and they would have money for things like "child welfare"

I think these kids should apply for a guardian ad emptor and launch a legal challenge against the government for not adhering to the Child Protection Act. It would certainly be interesting.

I can see you are having one of your moments.....guess one can expect the usual from you then.

As I stated earlier The Child Protection Act is the final legal authority....if that document is not adhered to in prinicpal then what is the use of that legislation being in place. I once inquired of the ministry of Justice what their primary role was....i was told "we are here to ensure that Legislation is followed..." - something to that effect. This act being a provincial one falls under the Ministry of Justice's mandate then.....this is how one goes after this mess....right at the legislative source.

Isn't that exactly what I just asked?

To me personally, I don't know the answers. But I was not trained in that field. I have never worked in that field.

I do have some ideas though.

If I could contribute in some meaningful manner as a layman what would that look like?
