Howard said when the new codes are fully implemented, Manitoba will be one of the most energy-efficient jurisdictions in North America. The code changes include:

  • specifying minimum energy-efficiency requirements for windows,
  • eliminating the pilot light in gas fireplaces,
  • increasing the required level of attic insulation to R50,
  • requiring a minimum 94 per cent fuel-efficiency rating for furnaces,
  • specifying a mid-efficient heat-recovery ventilator, and
  • introducing energy-modelling software that will allow builders to model alternatives to the code requirements.
Changes to the plumbing code allow for reduced maximum-flow rates in residential water devices such as toilets and shower heads."

If the NDP REALLY wants to reduce power consumption they should START by charging Manitoba residents and businesses actual market rates for electricity.

Okay, I'm gonna bite. Why shouldn't government get involved in such things? There is a point when we need to start conserving. Be it water or energy.

I'm not following. So the government provides electricity and water/sewage, but the use of those services doesn't have anything to do with the government?

So now we will have to flush twice or thrice and a shower will take 10 minutes longer - great. Also, "conserving" water leads to reduced flushing of sewers and more sewer odors - great.

Doesn't work like that when associated infrastructure costs aren't built into the price. There is no profit margin.

Our rates don't cover infrastructure costs. Some money from our rates goes towards infrastrucuture, but most of the costs come from other sources.

And lets pretend it was... how does this matter to the person who does not live in the city? Has their own well and such? why should they be told what to have in their house?

So why do we get federal and provincial funding for sewage upgrades if our rates cover it?

If someone lives in an area where they aren't connected to utlities, they should be able to install what they want.

not according to the new housing guidelines.

Because the feds and the province keep retroactively changing what the standards are.

So why don't we just change rates to make up the cost?

With the building codes it will be interesting to read how they are put together and how tight the requirements are. There always seem to be exceptions available to codes that aren't related to a health risk.

My argument is simply that the government has no business telling me what kind of toiler or shower head I can have.

There are other plumbing and electrical standards the government foists upon us now. What is different between the government telling you what size pipe you must use or what size wire? Or conserve power to avoid brown-outs?

I'm not being argumentative, I'm just not following...
