http://www.cbc.ca/news/canada/manitoba/story/2011/12/15/mb-roseau-river-first-nation-audit.html

"
For example, the federal government gave the First Nation $191,000 to
repair the local church and cemetery, but the renovations were never
done.

Auditors found most of that funding was not spent on repairs, but they couldn't determine where the money went.

"I don't think it's fair to spend it somewhere else," said Martha Larocque, an elder in the community.

The Roseau River First Nation is located 90 kilometres south of Winnipeg.
Money was spent elsewhere, Nelson admits

Many of the concerns raised in the forensic audit stem from Terry Nelson's time as chief.

Nelson freely admitted to CBC News that the church repair money was
spent elsewhere, but he insisted that what was done was not illegal.

"It's not fraud. Governments do that all the time — take from one
program that they feel may not be as important at that particular point,
to put it in something else," he said in an interview.
"

except Mr Nelson, they dont actually do that when its money given to them for a specific cause.

Nelson's answer wreaks of "spoiled child" syndrome.

About time that particular enterprise was audited. Wonder if they'll actually make the findings public, not that much will come from that, the public (by and large) has already decided, and based on Nelson's comments, it seems so has he.

Everyone's taken up sides, just a matter of time now before the one sided race card is played.

I especially like this little part

"The auditors had wanted to inspect all of the First Nation's books but
officials refused, allowing access to federally-monitored accounts only."

of course....they have nothing to hide.

But it's still not in the auditors jurisdiction, so hands off.

nice.

I found this part particularly interesting:
"Nelson has recently left the community and is now selling buildings from an office on Highway 6, on land owned by the First Nation."

So...Nelson talks tough to the media, but has no guts to live where he once ruled (and clearly mismanaged, or worse) as his former constituents would have easy access and no doubt would be demanding answers face to face.

This is yet another SCAM that should be shut down ASAP...and ALL Indian reserve books given forensic audits.

Perhaps if some Indian Chiefs were sent to jail for mis-use/fraud, etc. a new age would be born. No more money going to Indians....and where they are treated just like everyone else.

(I'll keep dreamin')

The entire Indian Act should be scrapped and Indians treated the same as all. That includes accountability. Anything less is discrimination - and that can read in both directions.

No control of the money! But, I am sure that the money went to something on the reserve!

Aboriginals shouldn't be allowed to run things like the way the government runs things! lol

ahh see.. but NO other government runs that way.

If the Feds gave Winnipeg 20 Million for Rapid Transit, Winnipeg could not just spend it on Community Centres and Recreation, without Federal approval. If they did, the Feds could either sue, or simply withhold any extra funding.

Very good point.

I remember something similar a few years ago...Scammin' Sammy wanted to use federal transfer dollars for something other than what the feds had intended it for, I don't remember exactly what that project was (something to fund rapid transit perhaps?), or what the federal dollars were for, but I do remember he publicly stated he wanted to use that money for something else, and the feds basically told him to push off, as they weren't playing ball.

Amen!

Should have been done a long time ago. Maybe someday someone with BALLS of STEEL will put an end to all the shenanigans.

Can you imagine the uproar that will come from all the natives who benefit from the largess that is the Indian Act? Equality hurts...

I can imagine it, and I don't think it will look anything like the Arab spring this past year, so everything should be fine.

Now we just need an enabler to make it happen. Anyone got pair and want to be famous?
